Looking into the sun so the photo is not clear. Looking from the US across the Rio Grande into Mexico just outside Boquillas, Mexico.

Must be the site of the Boquillas International Womens Beach Volleyball World tournament.

I think it is for the women because of the hot pink volleyball to the right of the international net.
